Chapter Thirteen: The Quiet Empire
Fifty five miles northwest of the Museum was an Offroader Empire. Now, Offroader Empires were strange things at the best of times, since they were more like Towns or small Cities than they were like any other sort of Offroader group. The empire would usually form around one person or small group and gather up followers over time. Most of the founders of Empires were not quite right in the head, as were most of their loyal followers. Once an Empire staked out an area, they would defend it from any threat, real or imagined. Oddly, Empires often formed near other Empires, which lead to constant strife. Most other Offroaders stayed away from Empires.
This Empire was stranger than most. First, it was way off the beaten path and nowhere near any other Empire. If any lone Offroader ever found it, it would be by accident. Second, it was very quiet and peaceful. Normally, even lone Empires were bustling and contentious places, with different factions always trying to gain more influence. This Empire was mostly interested in growing crops and raising goats, although they did have a mock battle every week or so, had anybody ever been near enough to notice.
Finally, despite having been here for at least 30 years, the Empire was small, barely 200 people. There were also few children. This was very odd, since most Empires tried to grow, or at least compensate for the people who left to go find a better Empire.
