Altered (United) States: Delaware “Evil Geniuses welcome here!”
Well, the above pretty much says it all, doesn’t it? The fact is that starting in 1880, the tiny state of Delaware began allowing Mad Scientists and Evil Geniuses to set up shop in the state as long as they A: Paid a pretty hefty yearly fee, B: Committed no crimes within the state and C: Devoted at least some of their resources towards making the state a better place to live.
Quite naturally, the federal government took exception to this, but by the time they were ready to send in troops, the state was being protected by Professor Darkwind’s Steel Defenders, 12 foot tall robots that act as both militia and police force. A few months later, the Aerial Weapons Platforms of Doctor Mushita went up and that was pretty much the end of any reprisals against Delaware.
By 1929, there were no less than 143 registered Criminal Masterminds, Mad Scientists and Evil Geniuses living in the state. While they raised hell elsewhere, they also made Delaware one of the cleanest, safest and most beautiful places on earth. Crime is nearly unheard of and the average health of most people is exceptional. Really dangerous or unpleasant jobs are done by a mindboggling array of machines and every year at the state fair, the enormous Hall of Inventions, attracts visitors from all over the world.
Of course, sooner or later even Evil Geniuses get old or die or get caught and have brain surgery that makes them honest. But new geniuses are there, waiting to take their places. (Note: None of that pertains to Madame Clonus, who is still around over 100 years after she first hit the scene) When these young Criminal Masterminds start looking for a place to set up shop, the state of Delaware will be there, waiting with open arms.
