Here, we use the Space 1899 concept with the Star Trek milieu. Instead of Romulans, you can have Mars crawling with mutated Germans thirsty for conquest. Venus might be home to the Klingonesque Japanese, for whom honor and battle are the only things worth caring about.
Mercury was originally just a base for an international team of explorers until the found alien artifacts. Since then, they have had no communication with the rest of the solar system, although rumors have recently surfaced that large cube shaped ships are being built and tested.
The Moon, although primarily controlled by Britain, France and the United States, is also home to a large section of mutant Chinese who are basing their society around logic. As for the outer planets and their moons, well, that’s what everyone is hot to explore/conquer. And so, the American Federation starship Enterprise is out there keeping an eye on things.
